FUNCTIONS AND RESPONSIBILITIES:

LABOR ATTACHÈ

ADMINISTRATIVE FUNCTIONS:

  1. Initiate and facilitate administrative meetings, including the annual planning exercises
  2. Finalize all work and financial Plans as well as all reports mandated to be submitted under AO 168
  3. Sign daily time records as well as other reports

LABOR DOCUMENTATION /REGULATORY FUNCTIONS:

  1. Act promptly on and applications for accreditation of employers/principals, verification as well as job order requests;
  2. Defer actions on verification of documents of foreign employer, FPA, PRA in case of non-compliance in consultation with or upon recommendation by the Assistant Labor Attaché.
  3. Cancel or recommend the cancellation of accreditation of FPA/employer in accordance with rules
  4. Suspend verification and accreditation of FPA/employer

WELFARE AND PROTECTION FUNCTIONS:

  1. In consultation with the Welfare Officer, recommend approval of requests for repatriation and welfare assistance
  2. Represent POLO in any and all official functions as well as in bilateral meetings and negotiations
  3. Represent POLO in outreach and relief missions
  4. Initiate Bilateral meetings and negotiations

 

ASSISTANT LABOR ATTACHÈ

ADMINISTRATIVE FUNCTIONS:

  1. In the absence of or upon the request of the Labor Attaché, facilitate meetings
  2. Assist in the preparation of work and financial plan, including the Integrated Physical and Financial Plan
  3. With the assistance of the Administrative Staff, prepare the Statistical Performance Reporting System
  4. In the absence of the Labor Attaché and with authority from the Secretary, sign all applications for accreditation and verification, official documents as well official receipts and other accountable forms

LABOR DOCUMENTATION/REGULATORY FUNCTIONS:

  1. Act promptly on and initial applications/requests for verification of contracts/documents.
  2. With the assistance of the administrative staff, prepare and submit reports and advisories on emergency situation and policy changes in host country, among others

WELFARE AND PROTECTION FUNCTIONS:

  1. With the assistance of the local hire, shall act as the case officer with the following functions:
    • Verify/review the accuracy and completeness of the information provided by the local hire
    • Provide assistance/recommend course/s of action to POLO
  2. In the absence of or upon the recommendation/request of the Labor Attaché, represent POLO in outreach/relief missions.

 

WELFARE OFFICER

  1. Acts as a counselor who will handle the grievance of workers, individually or collectively.
  2. Establishes effective communication between POLO and workers to swiftly resolve cases.
  3. Coordinates with the Labor Attaché and assist in the management of workers’ cases and database.
  4. Creates a network with various stakeholders of POLO i.e. non-government, private sectors, government agencies to broaden stock of knowledge on the issues & concerns of the Filipino community.
  5. To assist the Labor Attaché in formulating labor policies to complement the welfare needs of the workers in the job site.
  6. Ensures the OWWA membership information campaign re properly disseminated & other programs & services are extended according to its mandate.

 

ADMINISTRATIVE STAFF

A. DOLE

ADMINISTRATIVE FUNCTIONS

  1. Prepare the work and financial plan subject to final review by the Labor Attache or the Officer in charge.
  2. Comply with prepare and submit all reportorial requirements under Administrative Orders 168 and 180
  3. Act as the Liaison officer of POLO vis a vis other attached agency and the Philippine Embassy

LABOR DOCUMENTATION/REGULATORY FUNCTIONS:

  1. Ensure that payments for verification and OEC/BM are receipted, recorded and inventoried
  2. Process the documents to check completeness of the requirements for accreditation and verification and other requests (job orders)
  3. Process BM /OEC requests.

WELFARE AND PROTECTION FUNCTIONS

  1. Prepare programs/organize town hall meetings, consultations and trainings.
  2. Assist in the preparation of reports and advisories on emergency situation and policy changes in host country, among others.
  3. Assist in the preparation of instruments/agreements

 

B. OWWA

  1. Assist the Welfare Officer in the Administrative matters and other concerns relative to the need of the Post.
  2. Ensures Administrative tasks i.e. reports including financial matters be complied with according to the main office’ requirements.
  3. Attends to the Collection of OWWA membership and ensures proper bookkeeping and other financial obligations regularly.
  4. Takes on the tasks given by the Welfare Officer in the exigency of the service.

 

C. LOCAL HIRE

ADMINISTRATIVE and WELFARE/ASSISTANCE FUNCTIONS

  1. Receive and docket all requests for accreditation, verification and others
  2. Receive and record all requests for welfare assistance or inquiries and submit the same on or before the 30th of every month.
  3. Act as the property officer and shall ensure that all properties are inventoried. Properties that are rendered unserviceable shall be disposed of in accordance with procedures.

LABOR DOCUMENTATION/REGULATORY

  1. Assist the Labor Attaché or the assistant Labor Attaché in verifying the identity and existence of employers or foreign principal.
  2. Document, inventory and update the list of foreign principals and employers in the United States and Caribbean Islands.
  3. In the absence of or upon the request of the AS, shall assist in the issuance of BM or OECs.
